British citizens can move to Gibraltar without a visa, work permit, or immigration process. But visa-free entry is not the same as permission to stay. Long-term residence now depends on qualifying under Gibraltar's current residency framework rather than simply relocating. The rules changed significantly in July 2026.
The main residency route for most people
Your gross annual salary must generally meet or exceed Gibraltar's average earnings level, which currently sits at £37,500. The figure is updated each year by a notice in the official gazette, so it moves with average wages.
You also need to be under 55 when you apply (though the Chief Minister can still approve someone over 55 if their move is judged to be in Gibraltar's interests, or if they have skills considered important to Gibraltar's economic development).
Third, you need accommodation in Gibraltar through ownership or a rental agreement, the lease has to run for "at least 12 months", holiday rentals do not count, and it has to be "a genuine commercial arrangement".
There is also a renewal fee of £20 per year.
For people under 30, provisions exist that allow qualification below the standard salary threshold, provided your employer covers specific social insurance contributions relative to the average earnings marker.
Applying for a residence permit
The application goes through the Government's JotForm portal. Residence permits must be renewed annually. They are not granted indefinitely. Applicants must continue meeting the conditions on which residence was granted, including continuing qualifying employment or business activity; maintaining suitable accommodation; ensuring tax and social insurance contributions remain current; providing complete and accurate information; and reporting material changes in circumstances.
Housing and cost of living
Housing dominates your living costs. One-bedroom apartments run £1,200 to £1,800 per month. Upper Town one-bedroom properties were advertised around £900 to £1,050. Rent is the largest cost, studio from around £900, 2-bed from around £1,600, based on current listings.
If you want to buy instead of rent, average residential property values in Gibraltar are approximately £580,000–£590,000, reflecting strong demand and limited land supply.
A single professional should budget around £2,200 to £3,000 per month all-in, based on public listings and local market data. Rent is the largest expense. Other costs are typically lower than the UK: Gibraltar has no VAT, no capital gains tax, and lower income tax than the UK, which meaningfully improves net take-home pay for most residents.
See our guides to stamp duty and income tax in Gibraltar for more on buying and tax.
Healthcare
Gibraltar runs a compact, well-funded healthcare system through the Gibraltar Health Authority (GHA), centred on St Bernard's Hospital and a network of primary-care practices.
Residents who are employed, self-employed, or qualify as ordinarily resident and are paying into Gibraltar's social insurance system are entitled to GHA healthcare. It is free at point of use, modelled on the NHS.
However, Category 2 status does not itself confer publicly funded healthcare. The Gibraltar Government reaffirmed in June 2026 that Category 2 status does not confer entitlement to publicly funded healthcare. If you fall outside the public system, basic plans start at around £70 to £120 per month for a single adult.
Private health insurance is worth adding mainly for faster specialist appointments and routine dental, which the GHA does not cover for most adults.
Jobs and sectors
The top industries hiring in Gibraltar right now are iGaming, financial services, legal, technology, maritime and hospitality. iGaming is the largest private sector employer, with around 30 to 35 licensed operators including Entain, Bet365, BetVictor and Playtech actively recruiting across tech, compliance, CRM and customer support roles.
Customer support positions typically start around £22,000 to £28,000, while director-level roles reach £80,000 to £120,000 or more. Developer salaries typically range from £40,000 to £80,000, with senior roles exceeding £100,000.
Gibraltar's business-friendly tax policies continue to attract financial services firms, creating a steady demand for compliance officers, risk analysts, and financial advisors.
Gibraltar is a top 10 global bunkering port — maritime is a major employment sector, with shore-based maritime salaries typically ranging from £28,000 to £65,000+ depending on role and seniority.

Other residency routes
Category 2 (high-net-worth individuals)
New applicants must now satisfy a £5 million minimum net wealth requirement and pay a £5,000 Government application fee. Category 2 status does not confer entitlement to publicly funded schooling or healthcare and can no longer be downgraded to self-sufficiency residency.
See our Category 2 guide for full details.
Retired pensioners
The previous self-sufficient pensioner route — which allowed UK State Pension recipients to establish residence by transferring their healthcare rights to the Gibraltar Health Authority — has been closed to new applicants. Non-working retirees are now generally limited to Category 2 residency, which requires a minimum net wealth of £5 million, or discretionary approval from the Chief Minister in individual cases.

- Find suitable accommodation: a formal rental agreement (or purchase a property) that runs for at least 12 months.
- Apply online through the Government's JotForm portal.
- Register with the Gibraltar Health Authority if you qualify for public healthcare.
